I am not too sure if it is really long, it looks like its long enough to be a dress but not that long to not have something underneath like leggings.

I wouldn't say it is "chic" by any means, especially if you plan on wearing it with flip flops, but yes it is cute, since you're probably young since it's girl sizes. I'd say pair it with a white tee or tank, leggings and flats and you've got a cute outfit. Plus it's under $20, you can't go wrong with that price and you can wear it all summer, and pair it with a white or read turtleneck come fall. Hope this helped!
